SORRY THIS IS SO LATE and if because of the late response you need more time on an app, you're free to take it! This was a lot to talk about and then Internet issues abound for a few days, but the answers you seek are finally here!
As an overall blanket statement, powers aren't usually nerfed since the whole point of the game is having powers, though sometimes they are limited -- however, if a character is like...god-tier status with their abilities and a player wants to somehow restrict them whether they're high- or low-frequency, that's definitely something you're welcome to do for the sake of your own enjoyment and ability to play in the game.
1. This is definitely a biological ability that can be kept, though of course it would need to be limited to the world they're specifically on. For instance, if Eve makes it to a new world and then back to the hub island after that arc, they can't simply pop back to the old world whenever they please.
2. This one is also fine as is and can be kept since it's biological (or as biological as androids can be (idk the "biological is to humans as ?? is to androids" jargon)
4. You're correct about his emotional state here! Also it depends on how these bullet hell orbs are manifested -- is there a "biological" explanation for how he creates these orbs? Do the bullets come from inside of him? Etc.
3. Answering these out of order because this one may also be something to limit to emotionally destructive episodes. While these abilities may be somehow related to his manifestation as an android, and there's definitely nothing wrong with being able to destroy things, this would be a power that other characters would likely be involved with (ie. trashing their domiciles), as well as something that can be a big help in plot related things. So essentially, this can be kept but just make sure you communicate when exactly he goes into a tantrum and causes massive damage and potentially try to keep it limited to emotional outbursts.
5. You can definitely utilize the tattoo mechanic for his magical gifts! In general, characters who gain more control and deftness over their magic will see their abilities grow as well -- not necessarily with new powers added, but the expanse of what they can do with them does indeed grow. This works as well for characters like this who have a certain powerful state; their magic would also be a bit more powerful during this time as well.
