1) Powers and abilities won't be included in this pool since powers and abilities are a big mechanic within the game. Explaining where that power went when the purpose is trying to give characters abilities is sort of not in line with the premise, so these have been excluded from being potential prices.

2) The item in question would essentially lose all magical essence. So, for instance, your character has a gun that never runs out of bullets because it's magical. On low-frequency worlds, these bullets couldn't be created. If the gun can be loaded with regular bullets, then it could work in this capacity. If a weapon or item is 100% magical -- like a weapon that comes from summoning -- this weapon couldn't be created on low frequency worlds.

3) In this case, you can go with the idea that since the element is still within the character that he'll be alright -- though the option is always given to players that if they'd like to come up with other workarounds or play out situations of paralysis or limited mobility, they're welcome to. It's essentially whatever works for you and what challenges you'd like to include in your game experience!
